California Requires Water Efficient Upgrades

California Senate Bill 407 (2009), effective January 1, 2014, will change business as usual for owners and contractors.  The state will require retrofit of plumbing fixtures to high efficiency models when permitted work is done. California intends to increase water and energy conservation through measures triggered by many forms of construction or renovation.  The law requires, on or before January 1, 2017, that all noncompliant plumbing fixtures in any single-family residential real property shall be replaced by the property owner with water-conserving plumbing fixtures. The law also requires, on or before January 1, 2019, that all noncompliant plumbing fixtures in multifamily residential real property and commercial real property, as defined, be replaced with water-conserving plumbing fixtures.
